We present a document prepared by the analytical service of the “Miaban” group (St. Petersburg, Russia), which was personally delivered to the Prime Minister of the Republic of Armenia, Nikol Pashinyan, by the head of the group, Vahan Babakhanyan, following his critical speech during the Prime Minister’s meeting with representatives of the Armenian community in Saint Petersburg, Russia on 22 December 2025. https://armenians-spb.ru/22-12-2025-2/
This document outlines certain substantial errors in the domestic and foreign policy of the current authorities of Armenia, fraught with grave consequences for the country and the entire Armenian nation, for which, in our opinion, they bear responsibility. It should be noted that all authorities of the Republic of Armenia, to one degree or another, contributed to many of the points listed below. However, the current authorities bear special responsibility.
Vahan Babakhanyan: On certain substantial errors in the domestic and foreign policy of the current authorities of Armenia, fraught with grave consequences for the country and the entire Armenian nation
- The Armenian Question, which is 147 years old, has been nullified. The nationwide agenda has been nullified.
- Bilateral relations with the Diaspora have in fact been nullified and transformed into unilateral ones.
- The agenda concerning both the violated rights of the Armenian people in the past and compensation, as well as the protection of the rights of Armenians at present, has been nullified.
- The previously existing, albeit imperfect, nationwide consensus has been destroyed (unity of the Church, common symbols, the shared memory of the people, the issue of the consequences of the Genocide and the demand for justice, the unity of Armenia and the Spyurk).
- A deepening national split is being consistently carried out, accompanied by heightened tension and increasing chaos. https://armenians-spb.ru/16-12-2025/
- The agenda regarding the Mets Yeghern (the Armenian Genocide), which has no statute of limitations (recognition, condemnation, compensation, restitution of Armenian territories), has been nullified.
- Real threats of Pan-Turkism and Pan-Turanism are being silenced.
- Assistance is being provided to anti-Armenian forces so that the Republic of Armenia is unable to address issues related to the implementation of rights granted to the Armenian people by the international community.
- The unlawful, anti-historical, and anti-Armenian recognition of Artsakh as part of Azerbaijan, to which Artsakh never belonged under international law. http://crossroadorg.info/manasyan-legal-2024/
- Dozens of instances of unilateral concessions to Azerbaijan after 9 November 2020, including: the withdrawal of armed forces from positions in Syunik in December 2020; Sev Lich on 12 May 2021; part of the Goris–Kapan road and the village of Shurnukh in November 2021; part of the Kapan–Chakaten highway on 15 November 2021; part of the village of Nerkin Hand in March 2022; the surrender of the villages of Berdzor, Aghavno, and Sus with a gas pipeline and power transmission line on 25 August 2022; part of the village of Tegh; the concession in 2024 of lands with four villages in Tavush. - Ignoring the fundamental principle under international law of the expression of will of the people of Artsakh for self-determination and independence.
- An untenable justification of the status of Artsakh with reference to the Alma-Ata Declaration of 21 December 1991, which was adopted AFTER the withdrawal of the NKAO from the Azerbaijan SSR with the formation of the sovereign Republic of Artsakh (Nagorno-Karabakh Republic). http://crossroadorg.info/aad-25-10-2023/
- Agreement, under pressure from Azerbaijan, to dissolve the OSCE Minsk Group on the settlement of the Nagorno-Karabakh conflict.
- The repression machine is being unleashed to suppress dissent and dissenters, with a growing number of political prisoners, including national benefactor Samvel Karapetyan; primates of the Armenian Apostolic Church—Archbishops Bagrat Galstanyan, Mikael Ajapakhyan, Arshak Khachatryan; Bishop Mkrtich Proshyan; as well as persecution, intimidation of undesirable church figures, and the incitement of law enforcement bodies against them.
- A de facto dictatorship is being established under a declared democracy, with the tacit acquiescence of external forces.
- The state debt of the Republic of Armenia is increasing, including external borrowings that are onerous for both current and future generations.
- Actions are being carried out to undermine the Armenian Apostolic Church, including, under the so-called “good intentions” of spiritual purification, the most blatant anti-constitutional interference by the state in the internal affairs of the Church.
- Instead of normal governance, imitation is practiced: one thing is declared, while the opposite is carried out in practice. This applies both to Armenian–Russian relations and to the cynical, theatricalized “trial” in Baku of arrested Armenian figures.
